Once the community begins to grow with new homeowners moving in, the HOA duties will be handed over to them. At that point there will probably be an increase in the HOA fees. They may also establish fines or penalties in the event their code is broken.

So, prior to purchasing a house in any particular subdivision, you need to research the HOA. Determine if their fees and regulations regarding the increase of fees are reasonable. You will want to take a lot of time going over them since after you buy a house there, you will be required to abide by them.
